Types of Knives - The Toothpick

Quite often this type of knife is referred to as a switch knife. The toothpick is basically a clasp style jackknife that comes in a very compact package. This particular style of pocket knife is found in sizes ranging anywhere from 3 to 5 inches in the closed position. The larger toothpicks are considered to be the most collectable and generally will have a greater value. The smaller versions should not be confused with a ?Texas? toothpick which often referred to a large ?Bowie? style knife. The toothpick was a knife that was easily carried in your pocket and it was also characterized by a long clip blade with a distinct curvature of the blade?s spine. There were also two bladed models and both types were mainly used as ?fishing? knives and quite often found themselves residing in someone?s tackle box or as a part of their regular fishing gear. The long, narrow clip blade was well-suited for detailed cutting chores such as filleting fish. There is also some debate as to their use as a fighting knife but this may have been more of a marketing ploy that was created to sell more knives of this type. Unfortunately, many people carried a wide variety of pocket knives. If an altercation developed, the type of knife that may have been used would almost certainly have been one that was carried on a regular basis and wouldn?t have necessarily been a toothpick. The popularity of toothpick knives has declined mainly to the large quantity of filet knives now available on the market which were better suited to the task. Many people now collect toothpicks and this has generated new interest in this style of pocket knife. Staying above the water line!

Storm-wracked states prepare for Election Day

NEW YORK (AP) ? Election officials were ordering generators, moving voting locations and figuring out how to transport poll workers displaced from coastal areas as Tuesday's presidential election became the latest challenge for states whacked by Superstorm Sandy.

The storm, which devastated East Coast communities with power outages, flooding and snow, had already disrupted early voting in parts of Maryland, West Virginia, New Jersey and North Carolina. With less than a week to go before the general election, officials in the hardest-hit states were scrambling to ensure orderly and fair balloting in places still dark or under water.

Few expected the tight presidential contest between President Barack Obama and Mitt Romney to be affected by voting problems caused by the storm.

Communities along Lake Erie in top battleground Ohio have lost power, but election officials said early voting continued to be robust. The states crippled most by Sandy ? New York, New Jersey and Connecticut ? are largely Democratic and considered safely in Obama's camp.

But Connecticut has a competitive race to replace retiring Sen. Joe Lieberman, New York has several closely watched House contests, and all three states have other races whose outcomes could rest on voter turnout.

Michael McDonald, a professor of public affairs at George Mason University in Virginia who studies turnout, said a calamitous weather event right before a presidential election was unprecedented. McDonald said that in such a tight presidential race any turnout diminished by Sandy could make a difference in the overall popular vote.

"It's unlikely disruptions from Sandy would affect the outcome of the election within those states," McDonald said. "But if those voters, who are mostly Democrats, end up being subtracted from the national popular vote, you'll get a lower vote share for Obama than he would have received if those people had voted."

With every state along Sandy's destructive path using electronic voting machines, election officials were pressing local electric companies to make restoring power a priority to places that were to serve as polling places.

"We've provided lists of poll sites to local utilities, and some of the voting machines do have battery backup," New York State Board of Elections spokesman Tom Connolly said. "We are also planning to get generators to polling sites, but it's not like we have an unlimited supply of generators."

Elected leaders across the states affected by Sandy were taking different approaches to the impending vote tallies.

In hard-hit New York City, Mayor Michael Bloomberg referred all voting-related questions to the city Board of Elections. But he said recovery crews were working hard to restore electricity to schools, many of which serve as polling places. Voting should proceed smoothly in those places, he said.

"There are some where there were transformers in the basement that were damaged ... the Board of Elections will have to find alternative locations," Bloomberg said at a news conference.

Elections spokeswoman Valerie Vazquez said officials were determining the condition of polling places around the five New York boroughs even as the storm stripped power from the agency's headquarters, forcing workers into temporary office space.

"Our trucks are loaded and ready for delivery of all voting materials and equipment once we know that sites have not been damaged," Vazquez said. Elections officials, she said, "will be working around the clock and through the weekend to make sure that all voting sites receive everything they need to be up and running on Election Day."

New Jersey Gov. Chris Christie has refused to talk about voting plans at his storm briefings, focusing on rescue and recovery efforts instead.

"Right now I'm much more concerned about preventing any other loss of life, getting people to safe places, and then we'll worry about the election. The election will take care of itself," he said.

Republican Secretary of State and Lt. Gov. Kim Guadagno said that county clerks' offices have been ordered to remain open this weekend to help process mail-in ballots. The deadline for when clerks may accept mail-in ballot applications was extended until the close of business Friday. Voters must return them no later than the close of the polls Tuesday.

New Jersey's largest city, Newark, is under a state of emergency. At least half its residents don't have power and three people have died as a result of the storm. At a news conference Thursday, Mayor Cory Booker said he's had preliminary conversations regarding Election Day but does not yet have a plan for getting people to the polls.

"I have a lot of faith in the power of this democracy, the resiliency of our communities and that when Election Day comes we will make a way for people to vote," Booker said.

County election officials along New Jersey's storm-battered Atlantic Coast were taking it upon themselves to assess the damage to polling places and determine contingency plans.

Michael Kennedy, the Democratic registrar for the board of elections in hard-hit Cape May County on the Atlantic Coast, said many polling places would have to be combined. "It's still a pretty big mess out there. Some of them are under water and out of power," Kennedy said of the polling sites.

Kennedy said he was also concerned about having enough volunteers to staff the sites. "A lot of our poll workers live on barrier islands and were relocated because of the storm," he said.

In Connecticut, Gov. Dan Malloy signed an executive order extending the voter registration deadline until Thursday ? it had been Oct. 30 ? to accommodate people affected by the storm. Connecticut's strict voting rules ? the state does not have early voting, and residents can only request an absentee ballot if they are out of the area ? added urgency to the task of preparing polling places.

Secretary of the State Denise Merrill was holding daily conference calls with some 260 local election officials to determine their needs, her spokesman, Av Harris, said.

"Could some polling places be moved? Yes. There are procedures in place, and people are volunteering to help out," Av Harris said. "This is New England, people help their neighbors. That's the best way to get through this."

CROATIAN OPEN ACCESS DECLARATION

We have chosen Budapest Open Access Initiative (2002)1, Berlin Declaration on Open Access (2003)2, Budapest Declaration on the Right of Access to Information (2008)3?and IFLA Statement on Open Access (2011)4?as our starting point. We are following OECD Principles and Guidelines for Access to Research Data from Public Funding (2007)5, and Recommendation to the Member States on access and preservation of scientific information (2012)6. We understand the importance of the EU Council Conclusion7, important also for Croatia, a future EU Member State, by which the EU Council has invited the Member States to:

  • reinforce national strategies and structures for access to and preservation and dissemination of scientific information, tackling organisational, legal, technical and financial issues; and
  • ensure the long term preservation of scientific information, including publications and data.

To express our concern caused by lack of strategic points of reference on access, dissemination, storage and preservation of scientific information in Croatia, we are making the

Croatian Open Access Declaration

the purpose of which is to sensitise everyone who participates in creation, publishing, use, and preservation of scientific information in Croatia. In our declaration we are stressing the fundamental importance of scientific information, necessity of it being available to everyone, and obligation of its permanent preservation.

Open Access?means unrestricted, free, and undisturbed online access to digital scientific information that allows scientific information to be read, stored, distributed, searched, reached, indexed and/or used in any other legal way.?Unrestricted?in this context means free of any restrictions and terms imposed upon its access and use. For the purpose of having unrestricted access to the information, it is necessary to guarantee anonymity to the information users.

Under the term?scientific information?we consider all the results of the research, developmental, expert and educational work. Scientific researches bring knowledge necessary for the progress of society, individuals, human race. Science and society are inseparably joined to mutual benefit ? science is responsible for public good, and the public is responsible for science. The existing models of access to scientific information should change in order to exploit the new possibilities that the digital network technologies brought in providing access to scientific information without economic, technological, status or other barriers. Securing the open access will encourage the use of the results of the scientific researches for the purpose of progress.

We are inviting the state administration, headed by the ministry responsible for science, as well as scientific and educational institutions, organisations, professional associations, and all the others involved in gathering and publishing scientific information to act decisively and in coordination in order to store all the Croatian scientific information in open access form.

The scientific information is used for the needs of individuals and society in all the aspects of social and private life. In the world of economic barriers and closed access to scientific information, there is an increasing gap between the developed and less developed societies. Through open access to scientific information, Croatian knowledge, capabilities and innovative capacities will find users, partners and buyers, and that will increase visibility, influence and respect of Croatian science and culture, as well as allow full integration of Croatian science into global developments.

No matter what size and originality, what purpose, whether it is publishable or published, scientific information is part of the national treasure. One part of scientific information is published in various publications and documents, while the other part, due to specific requests, needs or limitations of certain publications and opportunities, is not formally published, but it can be freely accessible. Both represent the fundamental and national treasure that allows further creativity and progress.

The results of all publicly funded scientific researches should be available without restrictions. The public money should fund systems and their maintenance, and that will allow for the information created in the privately funded projects to be stored in open access form, provided the investor wants it.

It is important to attempt to gather, store and provide under the open access model all the information created by Croatian citizens and other citizens active in Croatia, which includes all the information, regardless of the origin, that concern Croatia.

When evaluating individuals, institutions and research projects, the scientific contributions under considerations should be available in open access form: published in available open access magazines or stored in open access digital vaults. There is need to encourage creation of the judging criteria which are based on scientific quality of the research, and which will not even implicitly provide advantage to traditional and closed publishing models.

It is necessary to encourage work on development and application of different licensing models to provide access to scientific information that will guarantee integrity, protect authorship and allow open access.

All the information available in open access form should be permanently preserved in a secure way, resistant to errors, damages, and bad intent. All the information should be guaranteed durability required by its digital format, taking into consideration fast technological changes.

The national infrastructure for open access to scientific information is composed of people, organisations, equipment (hardware and software), and content. The sustainability of the national infrastructure is based on the continuity of financing that allows adoption and application of international norms in creating, publishing, disseminating, using, processing, storing, and preserving scientific information, on education of all participants, and on informing national and international public regarding the availability and ways to use services and information of the national infrastructure.
