Anti-Kony campaign in turmoil after filmmaker's meltdown
LOS ANGELES (Reuters) - The public meltdown of the man behind the viral Kony 2012 video has thrown his campaign into turmoil even as the film succeeded in turning the world's attention to capturing an elusive and brutal Ugandan warlord.
Jason Russell, whose 30-minute video sensation shone a spotlight on Joseph Kony's use of child soldiers in Uganda, was taken by police to a hospital last week after suffering what doctors described as a brief psychotic break.
Videos posted online showed him pacing back and forth on the sidewalk, naked, in broad daylight, in an episode certain to raise questions over the viability of Russell's Invisible Children group.
"You always hear people say, 'I'm so stressed out, I'm about to go crazy,'" said Robert Thompson, Director of the Bleier Center for Television and Popular Culture at Syracuse University. "Still, the story of all this happening and then he literally is wigging out is very odd."
He said the episode could serve to divert attention from the warlord to Russell: "Now whenever you see a Kony story, it's about the guy, not Kony."
In downtown San Diego, Invisible Children's office, once decorated with loud posters and bustling with activity, has been locked up.
Visitors are now cleared through a newly opened ground floor office unfurnished but for two chairs, a pair of Apple laptops and a table occupied by two polite young women who spend their days pointing to a sign that directs reporters to the email address of a New York-based public relations firm.
The bubbly women said that Russell, whose video has been seen nearly 85 million times on YouTube, was "awesome" but declined to provide their names.
Russell's fellow Invisible Children co-founders, Laren Poole and Bobby Bailey, declined through a spokeswoman to be interviewed, as did the organization's CEO, Ben Keesey.
Keesey has attributed Russell's breakdown to the severe emotional toll of the previous two weeks in which the Kony video went viral. Even as the video drew attention to the warlord, it also sparked criticism over what some called its misleading portrayal of current events in Uganda.
Russell's wife Danica has said that her husband would remain under hospital care for a number of weeks, and might not be able to fully return to his work at Invisible Children for months.
A spokeswoman would not say how or if Invisible Children plans to proceed with a planned April 20 day of action, in which viewers of the video were asked to paper their homes, lawns and cities with Kony posters to turn him into a household name.
RENEWED EFFORTS TO HUNT KONY
While the fate of the group that brought Kony into the spotlight may be uncertain, experts say that may be largely irrelevant because it has already served the purpose of persuading millions to care, and policy decisions were taking shape.
"It's rare that we have literally millions of Americans calling for more engagement in Africa," Senator Chris Coons, chair of the Senate Foreign Relations Subcommittee on African Affairs, told Reuters in an interview, noting that his subcommittee normally received far less attention than it has since the Kony 2012 video was released.
Kony, accused of terrorizing northern Uganda for two decades, is wanted by the International Criminal Court for war crimes. He is accused of abducting children to use as fighters and sex slaves and is said to like hacking off limbs.
"I was both amused, pleased and proud that all three of my kids asked me what I was doing to stop Joseph Kony," Coons said.
Attempts by regional forces and foreign troops to corner the fugitive warlord have so far failed. But on Friday, the African Union said it would launch a 5,000-strong force in South Sudan to hunt him.
The African Union move is in addition to 100 U.S. military advisers President Barack Obama sent to the region last year to help Ugandan forces track Kony down.
Coons, who introduced a resolution in the Senate on Wednesday condemning Kony, stressed that any U.S. role would be to support the efforts of local troops.
WRONG TARGET?
But the Lord's Resistance Army is already a shadow of its former self, numbering around 250 members, according to a December 2011 report published by the Social Science Research Council.
Some 200 of those members are with Joseph Kony in the Central African Republic, and another 50 are in the Democratic Republic of Congo, the report said.
The video Russell directed, interspersing shots of his own young son with those of suffering Ugandan children, depicts children walking into the city center of the Uganda city of Gulu at night to avoid capture.
But active violence like that hasn't been seen in northern Uganda in seven or eight years, according to Laura Seay, a professor at Morehouse College who studies conflict and community in central Africa.
"LRA victims are depicted as absolutely helpless," Seay said, characterizing the portrayal as neocolonial and saying the film may have mischaracterized the nature of Gulu, where the number of children taking nightly refuge dwindled after a truce between government forces and the LRA in 2006.
"You have coffee shops and pizza places in Gulu. It's absolutely peaceful," she said.
Seay suggested those whose interest in the region had been piqued by the Invisible Children campaign turn their attention next to more active warlords in the region such as Bosco Ntaganda, nicknamed "The Terminator," who is also wanted by the ICC for war crimes.
Like Kony, Ntaganda is accused of conscripting child soldiers under age 15 to carry arms and fight in open conflict.
"He walks freely," Seay said. "I know where he eats dinner every night."

LONDON (AP) ? Too much gossip between senior police officials and the press has led to breaches in confidentiality, the former head of Scotland Yard said Monday.
Paul Stephenson, who resigned last year over his force's failure to get to grips with the phone hacking scandal at Rupert Murdoch's News International, testified that relations between a small number of police managers and the media were closer than necessary.
"There was a little too much gossiping about things that ought to have been confidential," he told a judge-led inquiry which is sifting through the scandal's fallout. He called the leaks "hugely distracting" and "unprofessional."
Stephenson didn't go into detail, but his comments are the latest to underline the often close ? and sometimes intimate ? relations between Britain's national press and its biggest police force.
Senior Scotland Yard official Sue Akers testified last week that journalists paid tens of thousands of pounds' (dollars') worth of bribes to serving police officers, and Stephenson's former deputy, John Yates, was thrown onto the defensive Thursday after it was revealed that he'd shared Champagne with one of the many journalists who are now suspects in the scandal.
Elizabeth Filkin, who was commissioned by Scotland Yard to review its relationship with the press, testified that the problems also extended to freebies, noting that some senior officers had received a "very large" number of sports tickets from journalists.
Asked which media organizations were the most generous, she said: "There was certainly a lot of hospitality given by News International newspapers."
The scandal over the systematic interception of voicemails has rocked Britain's establishment, leading to the arrest or resignation of dozens of reporters, public officials, and News International executives.
The saga has laid bare the overlapping links between the press, police, and politicians ? links which critics say nearly allowed Murdoch's British newspaper company to get away with years of wrongdoing.

FRANKFORT? Dan Bryan wanted to open a wine bar but the cost shocked him.
Just to get a liquor license could cost more than $25,000. That?s why Bryan and local leaders support a bill introduced by State Rep. Dennis Keene, D-Wilder, that would create a separate liquor license to sell wine by the drink and by the?package?in wine bars.
Winemakers hope this will lead to more bars devoted to wine, particularly Kentucky wine. The state?s wine industry has grown in the past 15 years from four wineries to 65 across the state.
Bryan, who has grown grapes in his southern Campbell County vineyard for seven years, wanted a chance to sell local wines alongside international wines.
?It is a place to come in and socialize and taste the quality of Kentucky wines have to offer and compare it to wines around the world,? Bryan said. ?I see the interest and the positive response we get to the Kentucky wine product. We wanted to find a venue or an avenue that would help supply the industry.?
But when he tried to open a wine bar in the Nevada building in Fort Thomas, he found a liquor license hard to come by. The state limits on liquor-by-the-drink licenses meant he would have to buy a liquor license from someone who already held one. That could cost as much as $40,000 depending on the market, said Debbie Buckley, Fort Thomas renaissance manager.
State law limits each liquor-by-the-drink licenses in each county?according to?population. Campbell County where Fort Thomas is located has a limit of 36, but because many predate the quota system, Campbell County has 82 active liquor drink licenses, statistics from the Kentucky Department of Alcohol Beverage Control show. Kenton County has 94 active liquor drink licenses, 31 more than its quota of 63. Boone County is under its quota of 47 licenses with 26 active. Owners of the licenses can sell them on the open market, but laws prevent brokers from collecting them and require a physical building connected with the license.
Bryan?s wine bar had space picked out in the 120-year-old Nevada Building in Fort Thomas? Midway District, Buckley said.
?We had all the components perfectly in place until we discovered that Campbell County had no license available,? Buckley said. ?We were considered the wettest county in the state because we oversold our licenses by 80. You could open a bar as long as you sold food but you could not open a bar here without the food because we oversold them. There were no available licenses.?
Buckley approached Keene who introduced the bill that would provide a separate license for wine bars not limited by the state quotas for liquor drink and package licenses. The bill would limit wine bars to central business districts in historic buildings.
Keene said he doesn?t expect the bill will pass this year but hopes it can next year. By restricting it to historic buildings and downtown areas, Keene hopes the bill will get more support.
?We didn?t want them showing up at shopping centers,? Keene said
Kentucky winemakers hope?the bill will further spur the fast growing Kentucky wine industry. Kentucky wine has climbed the ranks in the United States. While Kentucky ranks 12th overall in amount of wine produced, it has the fifth most wine in bulk storage waiting to be bottled,?2010 statistics from?the Alcohol and Tobacco Tax and Trade Bureau in the U.S. Treasury Department show. Winemakers say Kentucky may regain the reputation for wine it enjoyed in the 19th Centry when, in 1860, Kentucky ranked third in grape production, according to the Kentucky Vineyard Society.
Kentucky wines now regularly beat California wines in competition, said Bill Wehrman, owner of Seven Wells Vineyard in California, Ky.
?People come in from California, people who know their wines, and we have a lot of them telling us how good our wines are,? Wehrman said.
About 500-1,000 people a month come to Dennis Walter?s StoneBrook Winery in Melbourne, Ky. The Backroads Kentucky Wine Trail of five Northern Kentucky wineries has brought more people to the local wineries since it started in Nov. 2010, Walter said. Kentucky wines, including StoneBrook, have garnered medals in international competitions. ?We?ve produced believers that Kentucky can make a good wine,? Walter said.
Tourism for wine in Kentucky could double in the next five years if the state supports it, said Allen Dossey, vice president of the Kentucky Vineyard Society. Dossey, who works as the president of an insurance company, started Purple Toad Winery in Paducah two years ago and now bottles 55,000 bottles a year. He supports Keene?s bill.
?It will help the wineries with people out tasting their wines in wine bars,? Dossey said. ?It helps the farmer and helps the local businesses. There?s a big trickle down. The more revenue they sell, the more tax revenue the state will get.?
