Small business happy with health care?ruling

Tammy Krings doesn?t understand what the fuss is all about.

The small business owner from New Albany, Ohio thinks the Affordable Care Act the U.S. Supreme Court upheld Thursday will help lower the cost of providing health care to the 160 employees at her corporate travel agency, TS24.

?I was very happy about it,? Krings?said after the court's decision. ?It will be positive for our organization.?

That puts her in stark contrast to small business advocacy groups, which argue that?it will raise costs, add uncertainty to their businesses and put a damper on job creation.

Not so, says?Krings. She said?her company?s health insurance premiums will rise much more slowly than the 30 percent a year increases she?s been paying in recent years. By prodding younger, healthier workers to sign up for coverage, she said, the law will help offset the cost of covering older workers who consume more care.

?We don?t have the balance of healthy people on our program,? she said. ?Our little business is, I think, a very micro example of what the country faces at large.?

Business groups reacted viscerally to the news that the high court upheld the law.

?Small-business owners are going to face an onslaught of taxes and mandates, resulting in job loss and closed businesses,? according to Dan Danner, President and CEO of the National Federation of Independent Business, one of the plaintiffs in the suit, which sought to strike down the law. ??

?Left unchanged, (the law) will cost many Americans their employer-based health insurance, undermine job creation, and raise health care costs for all," said U.S. Chamber of Commerce President and CEO Thomas J. Donohue.

?This law will have a dramatic, negative impact on every employer and employee in the United States and further constrain job creation and economic growth,? according to Matthew Shay, CEO of the?National Retail Federation.

With Thursday?s ruling, the 2010 health care law will continue to be phased in over the next five years. When fully implemented, it?s expected to provide health coverage to about 30 million currently uninsured people, extending coverage to more than 9 in 10 eligible Americans.

Some provisions are already in effect. Young adults can stay on their parents' insurance up to age 26. Insurers can't limit how much a policy pays to each person over a lifetime. Co-payments for preventive care have been eliminated.

For months, small business groups have complained that uncertainty about the health care law had produced a chilling effect on job growth, as employers postponed hiring decisions until the law?s legal foundation was settled.

To be sure, some uncertainty remains. Various specific regulations, for example, have yet to be written by the Department of Health and Human Services.

GOP vows to press for repeal
Republicans have vowed to continue to press for the law?s repeal, a prospect that will depend heavily on the outcome of the November election. Even if they fail in that effort, the sweeping scope of the law makes it likely that Congress will make changes in the next few years as its wider impact is felt.

"There have to be some tweaks,? said Mike McAllister, CEO of Humana, one of the country?s largest health insurers. ?This is a big bill and in these cases there are things that have to be done in the next handful of years to make it better.?

One of those ?tweaks? will likely center on the tax breaks the bill provides for the smallest businesses, who have complained loudly about the $2,000 per worker penalty that the law imposes on companies that?don?t provide health coverage. That fee is partially offset by a tax credit for companies with 25 or fewer workers.

Some opponents of the bill have argued the tax credit provision could prompt very small companies to stop hiring once they reach 25 employees, or even fire workers to take advantage of the credit.

Under the health car law, all businesses with 50 or more employees must provide health care benefits to those employees by 2014. MSNBC"s JJ Ramberg joins NewsNation to discuss.

Krings said that argument doesn?t make much sense. ?Maybe I?m just not as smart as these other guys,? she said. ?But the fact is when I need people I hire them regardless of a tax credit or a tax break. A tax itself does not dictate how I manage my business.?

Newly created insurance markets are expected to make it easier for individuals and small businesses to buy affordable coverage.

The law also includes provisions to shift some of the cost of health care from employers to their employees, who will spend more of their own money when they seek medical care. The goal is to prompt patients to shop around for care rather than consume health products and services without regard for cost.

?People will have cost sharing, which they will manage out-of-pocket,? said Robert Kocher, a guest scholar at the Brookings Institution. ?That?s going to lead to market-based competition and tools coming on the market that show you the price that you'll pay for different providers. Those will vary by as much as 300 to 400 percent. That allows consumers to move towards the lower-priced, better-quality providers.?

Krings said she expects that cost sharing will help contain the overall cost of care and save money for companies like hers.

?Once ?you create that kind of transparency, that?s going to cause the consumer to take pause and? say 'Wow: why is this so expensive?'? she said. ?That?s part of what is broken. There hasn?t been this transparency. There hasn?t been the personal responsibility to care so much about it."

First off, I would like to say that I did finish this project? and it was delicious.

Tuesday was a long, exhausting day, and I desperately wanted a home cooked meal. However, I live in an apartment and have to fend for myself. So, I decided to find my dinner on Pinterest. I mean where else would I go?

My mouth watering, I scrolled through Pinterest Food & Drinks. I clicked some links, but nothing looked perfect. Then I found Penne Rosa with Shrimp, it said it only took 15 minutes. PERFECT!

This Penne Rosa would be my first home cooked meal in my apartment, and I decided to invite over some friends, A.K.A. guinea pigs, for dinner.

Like most of these expeditions, aside from the t-shirt rug disaster, I started at the store. This project was more pricey than usual because of the shrimp and healthy over-priced ingredients.

There are two things wrong with this photo. Can you figure it out?

1) I didn?t include the marinara sauce and 2) I used Baby Bella mushrooms instead of Button mushrooms

Before I started cooking, I decided to time myself. While the recipe was delicious, 15 minutes was a gross understatement; let?s try 2 hours.

Like most of these projects, it started off simple. Boiling pasta: idiot proof.

The pasta is whole wheat for all you people whom the coloring confuses. I like whole-wheat pasta and the recipe called for it. Double win.

When I went searching through the silverware drawer, I realized we only had serrated edge knives, which wouldn?t be a problem for the mushrooms, but we had tomatoes and garlic. Things were about to get messy up in my tiny kitchen.

Another issue arose because I had to cut things. I?m not particularly graceful, and sharp objects have a tendency to cause injuries in case you were wondering

Luckily, while I was mincing garlic at a snail pace, one of my dinner guests decided to help.

This is what we have friends for: to take the risk for us.

The chopping took forever? or it felt like forever because I was starving. I went to soften the garlic after years of watching my friend chop, but I realized my roommate and I didn?t have a large saucepan.

Fail. The things you probably check: the pans. To save the day, I called my two friends, who I knew had a saucepan, and invited them over for dinner. Evil? Maybe, but hey it worked.

I got my pan and soften the garlic with the red flakes, the seasoning pizza parlors use as pepper. Then literally dumped a liquid mess of tomatoes and mushrooms. The instructions for this part say: ?cook for 5 minutes, or until mushrooms release their water.?

Instructions say what? I didn?t even know mushrooms had water that would release. I spent about 10 minutes staring into the pot, impatiently waiting on my mushrooms to release their water.

The sauce looked tasty already, but the mushrooms? They were being stubborn.

The mushrooms refused to release their water. So, I threw my arms in the air and said screw it. Then dumped some shrimp in the pot.

Now that the meat was involved, my guests decided it was time to make their expert chef opinions known. The instructions had a stupid simple explanation of cooked shrimp: ?cook until the shrimp are pink and opaque.? I thought that was pretty clear, but my guests hovered.

Finally, my shrimp cooked, but I had to taste the shrimp to reassure my guests. I also added in the spinach, which happens to be my favorite veggie in case anyone was interested in that captivating fact.

Although the sauce looks done, it is a trick. We haven?t even added the Greek yogurt and marinara!

I dumped the pasta in and then tried to eyeball the marinara and Greek yogurt because we don?t have cup measurers, and I couldn?t think of any other friends to invite over with cup measurers.

It looks a little funky in the pot, but I blame the lighting.

Finito! After two hours my pasta dish was done, and my guests were passed out from starvation.

It was delicious, and no one died from undercooked shrimp.

My first home ? well, apartment ? cooked meal was a success, but I did realize some things about cooking real meals.

? Healthy ingredients are really expensive? I can?t foot that kind of bill every night. I am obviously not Warren Buffet (a link for people who don?t know what Warren Buffet looks like).

? Check the pots and silverware. I would rather not have to wait for cooking utensils; I?m far too impatient.

? Be open to criticism. If I wasn?t open to my friends criticism, I might have slapped someone in my kitchen.

? Be flexible. Cooking is not like baking because you have more wiggle room. If something doesn?t taste right, add something to fix it up.

? Food brings people together. I realize that is obvious, but its fun to look back and think about a meal with six friends that I made with love and some frustration.

Grandmother continues in ongoing child custody battle | Florida ...

A 52-year-old grandmother is hoping to adopt her two young grandchildren and is engaged in an ongoing battle with adoption services and state courts to do so. Her case will finally be heard by the Court of Appeals in the state where the children are currently living, and will determine whether or not the children can be adopted by their grandmother or by their current foster parents.

The grandmother has three sons and eight other grandchildren who live in a close-knit neighborhood together. She has been working to adopt since she discovered that the first child was born in 2009 to her son and his girlfriend who struggled with drug addiction.

The baby was born with cocaine in her system and was immediately placed with a foster family. The girlfriend told the girl's father that the baby went to live with her sister instead of into foster care. No paternal family search was conducted despite the requirement in state law to do so within 30 days.

When the grandmother finally discovered the whereabouts of the baby, along with the discovery of another one on the way, she immediately expressed interest in gaining child custody of both children.

She began the adoption process, which at first seemed promising. However her home state was not cooperating with the adoption state, neither of which is in Florida. The adoption state became frustrated at the lack of communication and asked the foster parents to adopt the girls. The foster parents filed for adoption and gained a favorable ruling last September, primarily because of their strong attachment with the children as the only parents the children have ever known.

The case will hinge on the question of which situation is in the best interests of the children. Would a cross-country move to be with their biological family be more beneficial in the long run than the early struggle of relocating young children?

This ongoing child custody case should be resolved quickly for all those who have been a party to this painful process. Healing will be needed whether or not a move is determined to be the right transition.

Video: Flying robot swarm wows at Cannes

The performance of a flying robot swarm at a creativity festival in France has echoes of the highly-coordinated human theatrics that kicked off the summer Olympics four years ago in Beijing.?

The difference here, of course, is that real-life robots, not humans, are the performers.

The robots are quadrotors ? helicopters with four rotors. Their coordinated performance, which gets increasingly complex and mesmerizing as the show goes on, was choreographed by KMel Robotics and Marshmallow Laser Feast.

The most recent performance was the opening ceremony for the Saatchi & Saatchi New Directors? Showcase at the Cannes Lions International Festival of Creativity.KMel Robotics was founded in late 2011 by Alex Kushleyev and Daniel Mellinger, recent graduates of the University of Pennsylvania?s GRASP Lab.?

The duo is also responsible for this video showing nine quadrotors playing the James Bond theme.?

While KMel Robotics promises more information on this project soon, we can surmise a bit more on how they pulled off the performance with a look back at the James Bond playing stunt. Innovation Daily reported:?

The secrets to their smooth, graceful movement are their small size, four rotors and smart on-board processor. By moving each rotor at different speeds, the bots can tilt and turn. Their processors decide the swiftest, smoothest path from Point A to Point B, then send out commands to the rotors 600 times a second.

In a swarm, the robots can also monitor where they are compared to their neighbors. It's important that each robot does this by itself, as it would be too difficult to have one central computer controlling each robot as it flies.

When not showing off their artsy side, the machines could find work scoping out dangerous settings such as buildings after an earthquake or a radiation leak.?

We?ve also seen a quadrotor that keep people motivated on their daily runs. Maybe there?s an idea in there for the opening ceremony for the summer Olympics this July in London??

Strasbourg, 26 June 2012 - A new forward looking report, 'Central and Eastern Europe Beyond Transition: Convergence and Divergence in Europe', has been published today by the European Science Foundation. The report aims to identify new themes for social science research in and on CEE, which can be promoted and endorsed by national and European funding institutions.

In this forward looking exercise, three interdisciplinary thematic clusters have been identified: Populations in change; New Geographies of Europe; and Social Cohesion. Populations in change aims at looking into how out/in migration, regional population change, ethnic minorities and integration all affect the basic structure of CEE populations. New Geographies of Europe focuses on the 'return to Europe', overcoming the West-East divide, on the influence of cohesion funds on local governance and on the expanding borders of Europe eastwards. Social Cohesion focuses on the degree of socio-economic transformation that post-communist Europe has undergone over the last 20 years, especially in terms of social mobility and social trust.

Peter Weiss, ambassador of the Slovak Republic in Hungary commented: "Rethinking of social science research in and on Central and Eastern Europe, setting new frontiers in social sciences and identifying main research challenges and subjects of cooperation between academics from Western and Eastern European countries is, without a discussion, one of the basic preconditions for overcoming the recent crisis in the EU".

The last 25 years have witnessed some of the most profound political, social and economic changes in Europe's history. The fall of communism at the end of the 1980s not only reshaped relationships within the continent, but also provided fascinating insights into the potential for, and limitations of, the large-scale reshaping of society.

"Social sciences in Central and Eastern Europe were seriously distorted during the communist period." explained Professor Daniel David, vice president of the Romanian Research Council (CNCS). "This Report could help us for integrating social sciences research from Central and Eastern Europe in the international area".

The report also outlines eight structural recommendations for social science research in and on CEE. These underline the need to ensure a stronger presence of CEE scholars and CEE social research issues in international level research projects. They also highlight real needs in terms of the development of research infrastructure and human capital and call for the implementation of good practices in terms of governance, scientific excellence and independence.

"The Forward Look provides a well-elaborated insight and recommendations on the place of Social Sciences and Humanities in Central and Eastern Europe and how these could and should interface with the international research project level" Robert Burmanjer, Head of Social Sciences and Humanities Unit at the European Commission commented.

The report was also praised by Karin Liebhart, president of the Central European Political Science Association: "I'd like to congratulate the entire team that worked on the report at hand. It is an excellent base for further discussion and contains a lot of detailed information and valuable insights."

7 Building Blocks of a Successful Small Business | Noobpreneur ...

Starting a new business is always a very exciting time for any new company. It officially marks their presence in the business world and in the process makes them competitors in the eyes of other companies involved in the same industry. Ask any entrepreneur and they will tell you that starting a new business is hard. However that?s just the beginning. Keeping it successful is ten times harder. It requires a lot of hard work, dedication and focus. BUT, it?s achievable. By focus, I mean paying attention to key elements related to your industry that can make or break a company. This will be the topic of discussion today as we highlight 7 important building blocks of a successful small business.

1. Targeting of the Target Audience

A company who has not done extensive research on its target audience is setting itself up for failure from the start. This should be done before the company even opens its doors for business. A successful company should have four very important strategies already in place when it comes to their potential clients and customers.

  • Who They Are?
  • How to Reach Them?
  • How to Get Their Business?
  • How to Retain them?

If your message is going to the wrong people or to those who have no interest in what you have to offer to begin with, you are going to end up wasting valuable resources and income. Do your homework. Do you research! Know who your target audience is and how to reach them.

2. Good Marketing Plan

This is another aspect of your business model that should be carefully researched, debated and planned before your company makes its debut. You have a good product. You know you can give better service. You know your pricing is competitive. But how do you inform your audience? For that, a successful company should have an in-depth marketing plan in place. How will they reach their customers and target competitor?s customers? How can they be informed of new items, sales and rebates? Depending on the nature of your business, the answers can vary. Some companies are keen on an extensive email marketing campaign. Others can spend money on advertising in the media. Almost all of them utilize social media to their advantage reaching out to their customers on FaceBook and Twitter and giving them an opportunity to interact with the company.

3. Keeping an Eye On Competitors

Contrary to what many believe, competitors are just as valuable to a new start up as customers. A new start up can learn from the experience of their rivals. They can use it as a reference manual to incorporate the same things in their business model that they are doing. Now obviously no company openly outlines their business model to the world but just by doing research on the company itself (which is free and easy to do via the internet), new businesses can gain very valuable insight on how their competitors are making money, reaching their customers and more importantly, what are some of the things they are doing to keep them loyal and committed. This first-hand knowledge is pure gold for new start ups. It goes without saying an in-depth competitor analysis is an absolute must for new businesses.

4. Have a Good Product or Service

Whether your business revolves around selling various products or services, you will have to make sure it can stand out from the crowd. The main question to ask is how can I give my product or service that one edge that will put it on top or set it apart from the rest of the competition. Be it the price, the quality, the added features, a successful new business should put emphasis on being unique because that?s what?s going to make that compelling impression on the customers.

5. Predict The Future, Today

In my opinion, this is huge. Getting this right can not only have an enormous impact on your company?s revenues, it will also give you a huge boost in the ?trustworthy? rankings. A successful company keeps a sharp eye on the industry as well as the ever changing needs of their customers. They conduct surveys, get clients to participate in questionnaires and organize open sessions to get an idea about what they want. They also watch similar events unfold worldwide with great interest to foresee and predict any change or shift in the industry, or consumer needs. Having such invaluable knowledge beforehand and a competent backup strategy in place in case changes do occur, will make your company look well prepared and trustworthy, the two most essential elements every potential customer or client looks for when doing business.

6. Promotions, Sales, Celebrations

A good product or competent service will only go so far. Companies should also take steps to interact with their customers on a personal level and keep them happy. A great way of doing that is celebrating special occasions and conducting huge sales. For example having a Veteran?s day sale on Veteran?s day or an Independence Day event, gives the impression that your business is patriotic and also celebrating this occasion with millions of American around the country. The same goes for religious occasions such as Christmas and Thanksgiving.

7. Exploring New Opportunities

In my opinion, this should be done around the clock, 24 hours a day, all year long. Successful companies never stop at one point or settle down. They keep on looking for new avenues to explore, new alliances to forge, new opportunities to grab and new markets to penetrate and establish themselves in. If they won?t do it, their competitors will.

These are the 7 essential building blocks of a good, successfully and well prepared business. I stress importance on well prepared because that in my opinion is the only practice that can help keep a business afloat in today?s market. The competition is too fierce and the opportunities are tremendous. Be sure to implement the above points into your business model. They will be instrumental in putting your business on the road to success.

(AP) ? Under pressure to limit contagion from the British phone-hacking scandal, Rupert Murdoch's News Corp. said Tuesday that it is considering splitting into two publicly traded companies.

The move comes as Britain's communications regulator, Ofcom, enters the final stages of its review of whether satellite TV firm British Sky Broadcasting ? of which News Corp. holds a 39 percent stake ? is "fit and proper" to hold a broadcast license.

The separation of News Corp.'s tainted newspaper division from the lucrative TV and movie assets might appease regulators, analysts said.

"I'm not saying it completely ameliorates Ofcom's concerns. But I think it helps," said Canaccord Genuity analyst Tom Eagan.

British investigators have been probing allegations that News Corp.'s U.K. newspaper journalists hacked into phones and bribed public officials in the hunt for scoops. The probe has caused the company to abandon its bid for full control of British Sky Broadcasting. A split could help the company avoid being forced to sell off its remaining stake, worth some $6.9 billion.

The media conglomerate did not specify Tuesday which businesses each company would contain.

The Wall Street Journal, News Corp.'s flagship newspaper, reported late Monday that the company is considering separating the newspaper and book publishing businesses from the entertainment arm, which includes Fox News Channel, its broadcast TV network and the 20th Century Fox movie studio.

The entertainment arm is far more profitable. It accounted for about 75 percent of the company's revenue and nearly all of the operating profit in the first nine months of the fiscal year, which ends this coming Saturday.

Bernstein analyst Todd Juenger said in a research note that the split would allow the company to invest more in the growing entertainment field "without the baggage of publishing."

Investors welcomed the news. News Corp.'s stock rose $1.72, or 8.5 percent, to $21.80 in mid-afternoon trading. During the day, shares reached as high as $21.89, the highest level since hitting $21.90 on Oct. 25, 2007.

A former News Corp. executive familiar with internal company deliberations says such a split has been talked about for years, although discussions gained new momentum in the wake of the phone-hacking scandal, which erupted last July.

The split would allow Murdoch to keep control of his prized publishing operations through his voting shares while pleasing investors who have viewed the newspapers as a drag on shareholder value.

The 81-year-old billionaire built the company from a single Australian newspaper he inherited from his father. The Murdoch family controls about 40 percent of News Corp.'s voting shares.

The former executive, who spoke on condition of anonymity in order to speak candidly about internal company deliberations, said no final decision has been made.

Evercore Partners analyst Alan Gould said the publishing assets, which include Dow Jones & Co. and newspapers such as The Times of London, could be worth about $5 billion. Without them, he estimated revenue growth of the bigger TV and movie entity would nearly double to about 7 percent a year.

It is unclear if the spun-off publishing unit would also bear the legal costs of the U.K. probe. In the first nine months of the fiscal year, probe costs have totaled $167 million.

The point of a split is not to create a smaller company "that would just wither and die," Eagan said. It would have to contain enough profitable businesses to attract investors.

Eagan pointed to the successful spin-off of cable TV giant Time Warner Cable Inc. from the entertainment company Time Warner Inc. in March 2009. Because the cable division was more willing to pay out dividends and buy back shares, its stock price has more than tripled since then. Meanwhile, Time Warner Inc.'s stock price has doubled.

Time Warner shareholders were granted stakes in both separated companies, but "overall you are better off" with the split, Eagan said.

The problem for News Corp. isn't just that newspapers and books make less money than television and film. It's also that investors value the earnings from each differently. They are willing to pay less for a single dollar of earnings from the former than they are for a single dollar of earnings from the latter.

On Monday, investors buying News Corp. stock were paying the equivalent of $5.80 for every $1 of operating earnings that the combined company is expected to generate this year, according to Gould. That is 20 percent lower, or $1.50 less, than investors are paying for more pure play TV and film companies like CBS Corp. and Viacom Inc.

Do the math on News Corp.'s expected $6.6 billion in operating earnings this year, and that means the company is being valued $10 billion less than its TV and film rivals. Gould says the idea behind the split is to capture some of that $10 billion. He believes the company could do it and is recommending that his investing clients buy the stock.

Because they are probably one of the more complicated classes I have decided to make a thread devoted to them. This is where you can post some questions about this class and how they work.

Lets go over the basics shall we?

Q: What makes an artifactor different then other magic users?
A: Good question computer. Artifactors are first off, are not connected to the magic realm.

Q: What does that mean? How can they use magic then?
A: Another good question compie. While they themselves are not magical, they can tap into magic of the item. The magic of the item only exists in the item.

Q: What makes an Artifact an Artifact
A: Another fine question my good computer. An artifact is an item that has somehow gained its own magical properties. It is a rare item, or made of rare materials. It usually has some importance to the wielder.

Q: How does an item become and Artifact?
A: You have a lot of questions computer. An item comes an artifact through a few ways. Two of the most common ways are
1. A great event has happened, one that has/can change the path of history. Such as a lute belonging to a king that conquered that brought peace.
2. The item has been left over a long time in a place with residual magic. This takes thousands of years. Example. Ted's Rock.

Q: Who is Ted and how did he get his rock?
A: I will tell the story when I explain how Artifactors find their items compie. Calm yourself.

Q: Can Artifactors use magic without their artifact?
A: No. They can not. That is because they cannot connect to the magic realm.

Q: Can Artifactors use more then one elemental type?
A: Yes. The reason is actually because they aren't exactly using magic from the magic realm. But the draw back to this is that their magic isn't as strong as a mages would be. However, this isn't such a bad thing, the more experienced ones can switch mid battle and attack with an opposing element. They can heal minor wounds but not major ones.

Q: What happens if an artifactors artifact breaks?
A: Then my good computer, they can no longer use their magic, and if they ever want to use magic again they better find a new artifact.

Q: How do artifactors find their artifact?
A: You just want to hear the story of Ted and his rock compie. Fine. Artifactors, for a lack of a better explanation, hear an artifact that they can wield. But only they can hear it, not anyone else, and not, necessarily, an other artifactor. Here is the story of how the simple shepherd, Ted, found his artifact.
Bob and Ted was just walking around one day, and suddenly Ted turned to Bob, pointed at the rock and said. "This rock is humming!" Bob looked at him and said "The f kind of nonsense are you talking about Ted?"
"Bro I swear to god this thing is f-ing humming"
"Dude maybe you should try and make shite explode with it!"
So Ted picked up the rock, concentrated hard, and pointed at a sheep.
BOOM
"BRO I JUST TOTALLY MADE THAT SHEEP EXPLODE WITH THIS ROCK"
"TOTALLY RAD DUDE YOU'RE AN ARTIFICOR"
It turns out the rock was sitting directly ontop a pocket of magic deep underneath the earth and had, over time, gathered its energy. How was the rock important to Ted? Well it was often where he would stop by and he had once used the rock, before it had fully turned into an artifact, to protect his sheep from a lion. Yes, Ted did just make one of his sheep explode, but in his defense it was rather cool. Oh, Bob later became a holy warrior and his sword is an artifact. Ted cannot use it though, because he is more attuned to things that remind him of his sheep and not of swords.

Q: That doesn't sound very much like something a fantasy person would say.
A: And that doesn't sound very much like a question, so shut up compie.

Q: Can an artifactor use another artifactors artifacts?
A: Try saying that ten times fast. The answer is...well yes and no.

Q: What does that mean?
A: Well it means that an artifact also needs to have something/be an item of something they feel close too, such as someone close to music may only be able to use music related but it may only be stringed instruments or something. So if two artifactors have a love of stringed instruments it is possible that the can both use that artifact. But it is a very very rare occurrence because of the other determining factors mentioned above.
